The Finance and Administration Regulations contain the basic principles, policies and regulations that are to guide Hivos Tanzania's financial and administration operations. Their purpose is to ensure that Hivos Tanzania functions in an accountable, effective and efficient manner, consistent with its Articles of Association, mission and values. The regulations are meant to provide all employees with a clear understanding about financial operations, including the roles, powers, rights and responsibilities of employees of Hivos Tanzania.

The Hivos Tanzania Human Resource (HR) Manual is the guiding document for Twaweza. This HR Manual has been prepared as a framework for the application of consistent and equitable terms and conditions. The Manual applies to each staff member as outlined in their contract. Its intention is to provide the employees of Hivos Twaweza with a clear understanding of the conditions of service that affect their employment.

What works in East Africa? What doesn't? What have been the most important developments in the last ten years? What are the most powerful constraints and opportunities for the next 5-10 years? What really drives change? How do resources flow and decisions get made? How do problems get solved?
The Twaweza initiative has been informed by an engagement with these questions- through the work of its initiators in East Africa and elsewhere, our reading, and our interaction with citizens. These questions have been core concerns in the country assessments undertaken in Tanzania, Uganda and Kenya.
