Kenyans will soon be able to track how their government spends their money on Twaweza's Kenya Budget Dashboard. Development of the Kenyan portal started in December 2011 after successful work on Tanzania's. On the Kenyan Dashboard, citizens can view the percentage of the national budget that went to the various ministries from 2002 to 2011, as well as compare resources distributed to each of the country's counties.

Twaweza partner Shujaaz FM has been awarded the prestigious International Digital Emmy Award in Cannes, France on April 1, 2012. Well Told Story's Shujaaz won in the Children and Young People's Category, bringing home Kenya's first Emmy. Twaweza has partnered with Shujaaz since its inception in February 2010, and was among the first to invest in this bold, risky venture.

Debate continues to swirl in Uganda over those 700,000 Twaweza calendars impounded by the police. Twaweza has sent a letter to the Inspector General of Police in Uganda explaining our position and requesting that the calendars be released. You can read the letter here.

Twaweza staff from Kenya, Tanzania and Uganda are back in the office after a week in the southern highlands of Tanzania for our annual immersion. Twenty-four staff from Twaweza, our partner Daraja and our host organization Hivos, spent three days in nine villages of Njombe District. We immersed ourselves in the lives of our hosts, doing what they do on a daily basis. Some of us sowed wheat and dug potatoes, others herded cattle, picked tea, and cooked ugali. We got our news from visiting neighbours and the radio and some of us watched the evening news, at least for the length of time the solar-powered TV ran. We gathered where others congregated- in community squares, in dukas and in kitchens. We learned of the lives of our hosts and they in turn asked us questions about where we come from.

Tanzania has prepared a draft Country Plan which has been submitted to the OGP Secretariat. Consistent with the principles of open government, Tanzania invites the public and interested parties to submit concrete ideas and inputs to strengthening the Plan. The comments received will be placed online by February 2012 for the public to know. Thank you for your inputs. We will use them to help strengthen the Tanzania Open Government Plan. From March 12- 15, 2012 Twaweza will facilitate a visit to Tanzania by Nancy Birdsall, President of the Center for Global Development (CGD) on the 'Cash on Delivery' concept. The discussions will explore whether the 'Cash on Delivery' concept can help improve development outcomes. The CGD team will meet with various government officials, donors, development partners, civil society organizations and academics.

When police confiscate public education materials, do they succeed in closing down debate?
As reported earlier here 700,000 copies of Twaweza's 2012 calendars, intended for the public, were impounded by the Ugandan authorities. In justifying their action, a Uganda police spokesperson claimed that the calendar message had the potential to incite the public. Twaweza Uganda Program Manager Morrison Rwakakamba was interrogated for four hours by the Special Investigative Unit on 28 February. Twaweza's statement on the matter can be found here.
