Call for Proposals: Documenting OGP success stories in Kenya
In 2020, Twaweza engaged Mzalendo Trust to steer an inclusive, efficient and effective process to create an ambitious and impactful National Action Plan as part of Kenya’s commitment to the Open Government Partnership. Kenya has been a member of OGP since its inception in 2011 and is currently at the tail end of its fourth national action plan. This plan was co-created by bringing together cluster leads, government points of contact, and technical committees among other stakeholders.
Twaweza is a long-time member of the OGP Steering Committee and our Executive Director, Aidan Eyakuze served as the Civil Society Co-Chair of the OGP alongside the Government of Italy for the period 2021-2022.
It is against this background that Twaweza invites interested candidates to express interest in documenting the open government partnership success stories as explained in these terms of reference. The successful candidate will mainly be responsible for researching and documenting these multi-media success stories in Kenya coming out as a result of the national and other local governments’ commitments in their respective action plans. These stories intend to showcase that the OGP model works and makes a difference in people’s lived realities.
The audience for these success stories from the Open Government Partnership (OGP) are
government officials, civil society organisations, academics, journalists and members of the general public who are interested in government transparency, accountability and participation. These success stories may also be of interest to other county governments in the country that are considering joining the OGP or implementing similar open government initiatives.
Specific tasks
- Conduct a desk review of the current national action plan, local action plans from 4 counties, independent reporting mechanism action plan review and other relevant literature.
- Collect footage from key informant interviews with cluster leads, government points of contact and others. These interviews will be conducted by Twaweza and other CSO staff.
- Produce 25 special written feature articles on OGP Kenya success stories and lessons.
- Produce 25 one-minute explainer videos (shorts) for social media sharing.
- Produce 25 mini-documentaries of 3-4 mins. The videos should be in English and will include national cluster commitment profiles, local commitment profiles, success stories and lessons.
Expected Timelines
- The consultant shall commence the work immediately upon signing the contract. Twaweza will provide reports and key contacts to enable the consultant to compose the work outline.
- A detailed work plan with timelines should be submitted within 10 days.
- The success stories should be submitted to Twaweza for review and approval.
- Use feedback from Twaweza and other partners to review, revise and finalise each output and allow up to 3 edits.
Qualifications
The consultant should possess the following qualifications:
- Minimum of five (5) years documented work experience in the area of film / reportage/ documentary writing, story writing, producing, directing, and editing; experience in creating high-quality adult-facing animations.
- Access to the highest quality filming, light, sound and editing equipment.
- Strong writing skills in English.
- Ability to operate under strict time limits and apply high production and technical standards to maintain high levels of professionalism.
- The ability to communicate and conduct interviews in multiple languages is an asset.
- Track record of successful materials filmed, written in the region and/or on similar topics would be an asset.
