Lead Consultant Opportunity: Synthesis Study on Citizen-Led Change in Uganda
Twaweza East Africa is seeking an experienced Lead Consultant to lead a synthesis study on its animation model, a participatory approach that strengthens citizen engagement and collective action in collaboration with local government.
Since 2019, this model has been implemented across five districts in Uganda, reaching over 60 communities and demonstrating how citizen agency can drive meaningful change and improve government responsiveness. We are now looking to reflect, learn, and deepen our understanding of what works, what doesn’t, and why.
What You Will Do
You will lead a comprehensive synthesis study, including:
- Reviewing program documents and past evaluations
- Designing research methodology and data collection tools
- Leading fieldwork and stakeholder interviews
- Guiding research assistants during fieldwork
- Synthesising insights across diverse implementation contexts
- Producing a high-quality final report with clear lessons and recommendations
Who We’re Looking For
You are:
- An experienced researcher (5+ years) in governance, participation, or development
- Skilled in qualitative research and synthesis studies
- Familiar with participatory approaches such as PAR
- Comfortable working across communities and local government systems in Uganda
- Strong in both analysis and writing
Duration
30–35 working days over approximately 2 months (starting early April 2026)
