Twaweza East Africa and LearnImpact invite qualified consultants and evaluation firms to submit proposals to conduct an independent external evaluation of Phase 4 of the KiuFunza programme.

KiuFunza, meaning “Thirst for Learning,” seeks to improve literacy and numeracy outcomes in government primary schools through performance-based incentives for teachers and schools. The programme has been developed and refined over more than a decade through randomised evaluations and continuous learning.

KiuFunza was implemented by Twaweza East Africa until 2026, when implementation transitioned to LearnImpact, a Tanzanian non-profit organisation working to improve foundational learning at scale. Twaweza East Africa remains the holder of the Hempel Foundation grant agreement and will contract and pay the selected evaluator. LearnImpact will lead the technical management of the evaluation process.

About the assignment

The evaluation will serve two purposes:

  • Provide an independent assessment of programme implementation, results and value for money.
  • Generate practical lessons and recommendations to strengthen KiuFunza’s future design, implementation, partnerships and potential scale-up.

The evaluator will review the programme’s existing quantitative evidence, including evidence on student learning outcomes, implementation performance, cost-effectiveness, value for money, sustainability and scalability. New quantitative data collection is not expected.

The assignment will also include a qualitative assessment based on interviews with stakeholders such as LearnImpact and Twaweza staff, implementing partners, funders, government officials, education researchers and other relevant actors.

If the proposed budget allows, applicants may also include interviews with teachers and head teachers participating in KiuFunza. These may be recorded as short, high-quality video testimonials.

Expected deliverables

The selected consultant or firm will be expected to produce:

  • An inception report outlining the methodology and work plan
  • Interview protocols and data-collection instruments
  • A draft evaluation report
  • A final report incorporating feedback from LearnImpact and the Hempel Foundation
  • A presentation slide deck summarising the main findings
  • A presentation of the findings to LearnImpact and relevant stakeholders
  • Video files and transcripts, where the optional teacher and head teacher component is included

Who should apply?

We are looking for a consultant or evaluation firm with:

  • Demonstrated experience evaluating education programmes in low- and middle-income countries
  • Expertise in qualitative and quantitative evaluation methods
  • Experience interpreting impact-evaluation and cost-effectiveness evidence
  • Familiarity with implementation research, programme learning and adaptive management
  • Excellent report-writing and communication skills
  • Experience working with governments, non-governmental organisations, research institutions and international donors
  • Experience working in Tanzania or East Africa, which will be considered an advantage

Application requirements

Interested consultants and firms should submit:

  • A technical proposal describing the proposed approach and methodology
  • A brief work plan and timeline
  • A financial proposal in US dollars
  • CVs of the proposed key personnel
  • Examples of similar evaluations completed within the past five years
  • At least two professional references
  • A signed disclosure of any current or previous relationship with LearnImpact, Twaweza East Africa or the Hempel Foundation

The anticipated budget for the assignment is approximately USD 25,000, inclusive of professional fees and anticipated expenses.

Assignment period

The assignment is expected to run from October to December 2026. It will be based in Dar es Salaam, Tanzania, although remote interviews will be permitted.
