Twaweza East Africa is looking for a dynamic and thoughtful leader to head our Research & Learning function and help shape evidence-driven work across East Africa.
This is an opportunity for someone who combines intellectual rigour, systems thinking, adaptive leadership, and a strong understanding of governance and citizen engagement in East Africa. The role sits at the heart of Twaweza’s work, helping us generate evidence, deepen learning, and influence systems that affect citizens, particularly young people.

About the Role
The Head of Research & Learning will provide strategic leadership across Twaweza’s research, monitoring, evaluation, and learning functions. The role will ensure that evidence informs organisational strategy, public engagement, and influence across Kenya, Tanzania, and Uganda.
The successful candidate will:
- Lead high-quality mixed-methods and applied research
- Strengthen organisational learning and adaptive practice
- Build partnerships with research institutions, governments, civil society, and donors
- Translate evidence into compelling public and policy narratives
- Support strategic positioning and resource mobilisation efforts
- Mentor and lead a collaborative, high-performing team across the region
Who We Are Looking For
We are seeking a leader with:
- At least 10 years of progressive leadership experience in research, MEL, governance, public policy, or related fields
- Strong expertise in mixed-methods research and MEL systems
- Experience leading multi-country research or evaluation initiatives
- Excellent analytical, communication, and facilitation skills
- A strong understanding of governance, citizen agency, and civic space in East Africa
- The ability to work thoughtfully within complex and politically sensitive environments
The successful candidate must live in Kenya and have the legal right to work there.
